Members present: Fred Azbik, Mike Brandt, Jeffrey Foster, James Riddle, Fred Hawkins, Battalion Chief Nickolas Hill.

Members absent: Billy Higginbotham, chair, and Mark Woods.

Vacancy: Jamie Ponseti resigned following the November meeting. Mr. Ponseti filled the “mayor’s designee” spot on the commission. The mayor or a new designee can be named to fill the vacancy.

Staff attendance: Donna Bridges, commission secretary, Vanessa McGrath and Greg Cobb, city Building, Engineering and Zoning Department.

Approved a change in Samford University’s final development plan to allow a parking lot on the Southern Progress property: The commission approved an amendment to allow a parking lot for 108 cars in the wooded northwestern corner of the Samford property, 2100 Lakeshore Parkway, formerly belonging to Southern Progress, now serving Samford’s College of Health Sciences. Of concern to the neighboring Lakeshore Foundation was the section bordering its campus. During construction, Samford would remove the existing buffer on the Samford side, including 20-foot to 30-foot trees, and in its place proffered to install a “heavily forested” buffer that exceeds Homewood requirements. A buffer is not technically required, a Samford representative said.

There will also be a landscaped island in the center of the lot and approximately 35 shade trees for the whole site.

The proffer was accepted and the amendment passed unanimously.

The meeting adjourned at 6:20.
